Question about programmer on a 1999 7.3 Powerstroke

We have a 1999 7.3 Diesel Powerstroke. We are trying to install a programmer #990717. When it gets to the install part after asking you a few questions, it says "unauthorized vehicle". What does this mean? Thanks!

Curious....what revision is on this tool?

OK, wait a minute...do you mean to say:
This tool is not authorized for use on this vehicle?
If so, it is locked to another truck. Did you buy it used?

Hi Mike, I actually talked to Phil the other day and he walked me through it with the programmer hooked to the truck. We did buy it used and thankfully the people are very apologetic and letting us return it. Under options, the last tune installed, it says "Factory HP Tune". Phil said it should "Original Tune". Thanks for answering!
