U7135 tuner help

I recently purchased a tuner off of Ebay. It is the Diablo handheld (U7135). Once I plugged it into my 2006 300C, this is the message that was on the screen - (3) This tool is not licensed for use with this vehicle. Please help.

the tool is locked, it can be unlocked for $129 by filling out the unlock form on our site under support.

Make the guy take it back. If he won't, then file a claim with PayPal. Eventually these stupid morons will stop selling locked tools. I can't tell you how many times I've heard "You can unlock it with a serial cable for $25." Thats absolute bullshit, and if its not, one of these assholes can prove it to me. Fucking low life scumbags.
