I have two separate customers with i-1000's right now. Both were updated to the most recent update. When they try to use them it says that they need an update but when they plug it in to update, the server says it already has the most recent update. One has a 2006 Dodge Magnum RT 5.7L and the other has a 2007 Charger 5.7L.

it's probably saying their PCM needs to be updated, not the tool, to a different calibration, before it can be tuned.. have them read the instructions on the screen and do what it says..
the tool will download the pcm update from the servers, then they go and install the pcm update to the vehicle.. and then they'd be able to tune the car...

Try updating the one you posted the info.xml file for now. It should download a calibration update.
