Locked question

I am looking to purchase a used Trinity 2 unit . The unit is still locked to the old vehicle. The guy tells me I dont need to pay the 180 unlock charge that I just have to buy a second license. What's the truth to this ? I plan on a custom tune in the future if this matters .

correct, just buy a license for $149.
