I3 vs. I3 Platinum and Emissions

I have a 2014 Charger 5.7 R/T with the Road and Track Package (adds high speed controller and 3.06 differential) and Super Track Pack (adds 3 mode ESC) and have a couple questions. It's currently stock and I understand that the canned tunes that will add some horsepower/torque. Will it override some any of the factory enhancements?

I am wondering what the difference is between the I3 which is 50 state legal and the I3 Platinum. I see that the Platinum offers a 93 tune where the other does not, is that the difference? And also that the Platinum offers the option of custom tunes (the other doesn't?).
I am also concerned that I do have to pass emissions testing here in Illinois. Does the I3 50 state legal mean that it will pass with the tune in place? Also if the stock tune is restored for emissions testing is there a variance of time where the stock tune has to cycle so all the parameters are in place to be recognized as "ready" for the emissions tester?

Platinum IMO is always the way to go if possible!
