U7131 Predator Diesel "Error says not licenced"

We gettting an Error not licenced for this vehicle

The vehicle is a 2006 Dodge 2500 Diesel

Last tune written shows "performance tune" but the performance tune never went through the install, it gave us the not licenced error and rebooted.

But will not restore to orginal or load performance tune either.

Cannot update crom file becasue it says the performance tune is already loaded and we cannot return to orginal even though that is what is in the ECU Still.

What now?

Somehow this tool has indeed been used if it says the last tune written was the performance tune.
No clue how this could have happened.
