crom file wont load on 7137, cant update my tuner

when i try to download the firmware the tuner screen flashes a message cannot load application onto tool u7137

everything goes good, until i power cycle the tuner after i go to download the revisions update to the tuner an when i click yes to download the firmware that message comes up on the tuner

the window in the computer says tool is ready do u want to download firmware.i clicked yes, the screen on the tuner went from saying installing bootloader to saying cannot load application to u7137 tool and it flashes a continue button but it doesnt do anything

Usually is says cannot load _____ application into U7137 tool....it does not show that?

There might be

. I think Mikel would like you to type the message you are seeing EXACTLY. Type the message CHARACTER BY CHARACTER. TYPE EACH AND EVERY CHARACTER from beginning to end. (you are leaving out needed information by paraphrasing the message).
