can not change program

I am trying to change from performance to tow and it says it needs to be hooked to last vehicel it was used on and rest to factory settings. This is the only vehicel it has been used on. It gives me the serial number or vin number of last truck is was downloaded into and its the same one I am trying to use it on

was the vehicle at the dealership at any point?

Mine does this on my 06 Dodge cummins once in awhile. I have to cycle the key and unplug and plug the trinity back in. Usually it will then recognize my truck. Not sure why it does it, but would curious to know why.
