Low End Power Loss

I have an I-1000 for my 12 Silverado and it really is dragging while pulling just a 5000lb load. Seems to pull fine while accelerating but when reaches the speed limit it struggles bad to hold speed. Constantly downshifting to 4th gear and sometimes even third when hitting a descent hill. Never had these issues with my 07 stock tune and its the same set up; 5.3L with 3.42 rear end. I have logged data and have my banks running where they should be, wondering how I address the lower RPM power loss??

try using tow-haul to avoid the low rpm spot?

I am using the tow haul button. Plus the pedal takes so much to get it to do anything and then when it does it rockets down
