Did I Get Ripped Off?

I ordered the I3 programmer for my 2015 Dodge Challenger. When it arrived today, something didn't seem right. It was my understanding that 2015 and up Dodges have to have the PCM swapped to program them. My package only came with a programmer, no PCM, even though all the packaging says I need to swap out the PCM with the one provided. I've been trying to call to see what to do but, no one will answer the phones. The message just tells me the business hours that I am calling during, then it just hangs up. So at this point I have paid over $500 to get a programmer that I can't use with absolutely no support from the product manufacturer...... Kind of feels like I got scammed.
