cant adjust boost percentage on srt-4, any ideas?

ok heres my mods,
fm enforcer 1 turbo
fm wastegate
diablosport
aem shortram
maxxfab 3 inch o2 housing
maxxfab 3 inch side exit with no cat
180 thermostat
i have adjusted the wastegate and the parameters to get 15psi all through the rpm range but at 4000 rpm it shoots up to 19-20psi i have lowered the boost 40 percent between 4000-5000 rpm and wont make a difference, my current revision is 9r16, any ideas, any info is greatly appreciated oh yea the car is a 2005

it's fine until 4000 rpm then the boost goes crazy high, i was reading the srtforums and another guy just had the same problem and you guys found a problem with his 93 perf tune, fixed it and sent it back to him now he says he can control boost thru that rpm range and his problem is gone

here is the last tune written, some parameters are changed, all boost rpm ranges are lowered especially between 4000 to 5000 rpm it's lowered 40 percent and no change still hits 20 psi between that range

will i load the new tune into the diablo like getting a custom tune or will i remove 93 octane from the diablo and replace it with a new one
