100hp tune issue

I have a 04 6.0 with fords latest flash and bought a U7165. On the 100hp tune at 3k rpm in any gear it is like the truck is venting off boost or missing. It almost feels like a rev limiter. The truck will rev all the way to 4500 so I know its not a rev limiter. Just wondering if anybody has had this problem and how did you fix it? Any help would be great. Thanks

Edit: the cal ID is VXAP2N2 and the version is 8r.20

I have waited to update because I liked the 60hp setting, but wanted more so went to the 100hp and this issue happened. Any help would be great.
