Lower speed limiter on 2009 LY6 2500HD

Hi everyone. What is the lowest I can set the limiter too with the U7194? I want it to be no more than 120 km/hr, and is that possible with the handheld. It's for my work truck that has a GPS tracker on it. 2009 LY6 6 litre 2500HD.

That may require a custom tune.

May? What is the lowest you can set it then? Bad enough I have buy a tuner for speed alone let alone paying for a custom tune on top of that just to lower the limiter. I don't want power or any other changes at all otherwise. All I would do is modify the stock tune. Odd request I know.
