Towing at 65hp and 100hp Settings

Hello,
I have a 2004 Ford F-250 6.0L diesel. If I carefully monitor my EGT and keep it below 1,400 F (manifold sensor), can I safely tow a 9,000 boat and trailer on the 65hp and/or 100hp setting?

I'm towing from Seattle to Wisconsin. I'm thinking that over the plains, I'll run at 65hp or 100hp, and drop down to 40hp when towing through the mountains. What do you think?

Keep it to the 65 or 40 hp tunes.
