U7131 application missing or corrupt after update

I have a U7131 that was running 9r06. I tried updating to 9r07 and the screen displayed "The application is missing or corrupt." even though the DSDownloader worked exactly like normal. I tried sending 9r07 again and got the same thing, then 9r06 and got the same thing, then 9r03 and got the same thing. I am very experienced with these but have never had this happen. Here's the tool info from DSDownloader:
