13/14 pcms have some tricks, especially if they may have been tuned in the past by something else.

OK, I'm looking into this.

I did some digging, and found some stuff.
First, case number is 593102
2nd...when the pcm was sent in here, our team simply connected it on the bench with your T2 in recovery and it restored the backup and the pcm was fine. What that says to us is, something in your truck was creating the issue that was keeping it from writing the tune or recovering. Likely the same thing keeping it from bing able to read currently.

Any aftermarket electronics in the truck by chance?

aftermarket controller? Can you try disabling it and see if it helps?
